The EDC defines itself as a community of practice. Invited to join are members-in-good-standing of STLHE, who have current, former or imminent responsibility for planning, organizing, or delivery of educational development programmes or activities within a post-secondary institution, and who support the aims of the Caucus.

The Caucus has the authory to establish a schedule of annual membership feels to be used to support its work. Changes to the membership fee structure shall be determined by the membership at the Annual General Meeting.
